Naturkatastrophen treffen sowohl die reichen als auch die armen Länder, aber die Auswirkungen sind in den Ländern des Südens viel ausgeprägter. Erdbeben, Wirbelstürme, Überschwemmungen oder Dürren können jahrzehntelange Entwicklungsfortschritte zunichtemachen. Die DEZA betreibt nicht nur Katastrophenvorsorge, um Menschenleben zu retten, sondern auch um eine nachhaltige sozio-ökonomische Entwicklung der betroffenen Länder zu gewährleisten.

Fokus der DEZA

Die Verminderung des Katastrophenrisikos (Disaster Risk Reduction, DRR) nimmt in allen DEZA-Programmen einen wichtigen Platz ein. Dieser präventive Ansatz ist unerlässlich in Ländern, in denen ein erhöhtes Risiko in Bezug auf Naturkatastrophen besteht. Ziel ist es, Menschenleben zu retten und Entwicklungserfolge zu bewahren. 

Die DRR-Aktivitäten betreffen sowohl plötzlich auftretende Katastrophen (Überschwemmungen, Erdbeben) als auch stillere Tragödien (Dürren). Sie umfassen Massnahmen vor, während und nach einer Katastrophe. Die DRR setzt ein langfristiges Engagement voraus, bei dem die Stärkung der Institutionen, der menschlichen Ressourcen und der Infrastruktur des betroffenen Landes im Zentrum steht. Die DRR ist ein integrierter Prozess, der sowohl wissenschaftlich-technische als auch sozio-politische Erwägungen umfasst.

Die DEZA fördert einen integrierten Ansatz bei der Katastrophenvorsorge, der bei den drei typischen Phasen einer Krise ansetzt:

  1. Prävention: Reduktion der bestehenden Risiken und Verhütung neuer Risiken durch vorbeugende und planerische Massnahmen
  2. Bewältigung: Verringerung der Auswirkungen von Katastrophen durch die Vorbereitung und Ausbildung von Rettungsteams
  3. Wiederherstellung: Verminderung künftiger Schäden durch einen angepassten Wiederaufbau

Die Präventionsmassnahmen können sehr unterschiedlich aussehen: Aufforstung von Einzugsgebieten nach einem Erdrutsch, Kartierung von Wäldern, Bau von erdbebensicheren Schulen wie in Haiti. Mit der Ausbildung und Vorbereitung von Rettungsteams lassen sich Menschenleben retten und so die Auswirkungen einer Katastrophe begrenzen.

Die DEZA setzt sich zudem dafür ein, dass ihre Erfahrungen in den Einsatzländern international genutzt werden. Sie spielte eine wichtige Rolle bei der Ausarbeitung des Aktionsrahmens von Sendai zur Verringerung der Katastrophenrisiken Sie arbeitet auch mit internationalen Organisationen wie der Globalen Fazilität für Katastrophenvorsorge und Wiederaufbau (GFDRR) oder dem Büro der Vereinten Nationen für die Verringerung des Katastrophenrisikos (UNISDR) zusammen.

Kontext

Der im März 2015 verabschiedete Aktionsrahmen von Sendai zur Verringerung der Katastrophenrisiken definiert die Prioritäten der internationalen Gemeinschaft bei der Katastrophenvorsorge für den Zeitraum 2015–2030. Er löste den Hyogo-Aktionsrahmen ab, der den Zeitraum 2005–2015 abdeckte, und aktualisierte den Begriff der Katastrophe. Der neue Aktionsrahmen umfasst kleine und grosse, seltene und häufige, plötzlich und allmählich auftretende, natur- und menschenverursachte sowie umweltbedingte, technologische und biologische Katastrophenrisiken. Er fordert zudem eine Stärkung des Katastrophenrisikomanagements, vor allem der nationalen Plattformen.

Die DRR betrifft alle Akteure der Gesellschaft. Sie ist nur wirksam, wenn alle ihren Beitrag leisten: nationale und kommunale Behörden, die Privatwirtschaft (insbesondere die Versicherungen), die Zivilgesellschaft, die internationalen Organisationen und die breite Öffentlichkeit.

Das Know-how der Schweiz im DRR-Bereich wird weltweit anerkannt. Die DEZA mobilisiert bestehende Partnerschaften mit anderen Bundesstellen, um ihr Know-how an ihre Partnerländer weiterzugeben. Sie arbeitet eng mit den Bundesämtern für Umwelt (BAFU) und Bevölkerungsschutz (BABS), dem Staatssekretariat für Wirtschaft (SECO) sowie mit NGO, dem Privatsektor, den Hochschulen und der Nationalen Plattform Naturgefahren (PLANAT) zusammen.

Online Tool

Die DRR ist mehr als ein Schwerpunktthema, sie ist eine Arbeitsmethode der DEZA. In Ländern mit erhöhtem Risiko wird jedes Projekt auf das mögliche Gefahrenpotenzial untersucht, und die Aktivitäten werden so geplant, dass sie einen Beitrag zur Verringerung der identifizierten Risiken leisten. Zu diesem Zweck hat die DEZA das Onlinetool CEDRIG (Climate, Environment and Disaster Risk Reduction Integration Guidance) geschaffen. Das für Fachleute im Bereich der Entwicklung und der humanitären Hilfe entwickelte Tool erlaubt es, die Risiken im Zusammenhang mit Naturgefahren, Klimawandel und Umweltschäden in die Projektplanung zu integrieren.

SUD, OCHA: Sudan Humanitarian Fund 2024

The SHF is a country-based pooled fund that contributes to saving lives and protecting people in need by strengthening a coordinated and principled humanitarian response. It enables humanitarian actors to respond early and fast to humanitarian needs set out in the Humanitarian Response Plan (HRP) and to critical emergencies. All interventions are in line with the Minimum Operating Standards approved by the Humanitarian Country Team.


SDC Contribution to the 34th International Conference of the Red Cross and Red Crescent Movement

Yearly Contribution to the UN Central Emergency Response Fund (CERF) 2024

Established in 2005 as the UN’s global emergency response fund, the Central Emergency Response Fund (CERF) – managed and administered by OCHA – pools contributions from funding partners around the world into a single global fund to enable more timely and reliable humanitarian assistance to those affected by natural disasters and armed conflicts. It is often the first funding source in new and rapidly escalating emergencies, and one of the few funding sources in underfunded emergencies.

Mozambique Humanitarian Aid UNICEF WASH Preparedness 2023

Through UNICEF country program support, Switzerland contributes to integrated climate resilience, disaster risk reduction and preparedness in the WASH sector for communities at risk of cyclonic events. The program focuses on communities facing the triple risk of lacking access to WASH while being exposed to climate-related and health-related hazards. In addition, UNICEF program will respond to specific gaps in the emergency response at national and sub-national levels and prepare the WASH sector for a joint and systematic approach to climate change. 


Integrated assistance to the vulnerable population affected by migration in Venezuela, Colombia, Ecuador and Peru

The humanitarian situation in Venezuela continues to be critical, as well as the migration crisis of Venezuelans in the region, with more than 7 million Venezuelans abroad. High rates of cross-border mobility are registered with pendular migrants, travellers, returnees and unaccompanied minors. In this project, CISP will provide comprehensive assistance to vulnerable people in Venezuela, Colombia, Ecuador and also Peru with a special focus on protection, WASH, health and livelihoods. 


Cameroun Sécurisation de l’hôpital Helvétique de Mada

Le projet pour la sécurisation permet à l'hôpital de continuer son travail, même dans des conditions difficiles.

Strengthening Civil Society in Myanmar – Paung Ku

In the absence of a legitimate government, networks of independent civil society organisations (CSOs) are essential actors for basic service provision and promotion of democratic values and human rights. Showing commitment to localisation, Switzerland will enable local CSOs to further support vulnerable communities and to protect the foundations of a pluralistic and inclusive society.
