Modernization of Land Management in Colombia (Swiss Tierras) - Phase II
In the past, Colombia did not have a strong land management system, thus hindering economic development. With a first phase of support, SECO started to adress this gap. Phase II will now consolidate, further deepen and broaden the support, helping Colombia move further towards a modern land administration system.
Formalization of property rights is a key driver for economic development and the reduction of poverty and inequality. In Colombia, poor land management has posed many development challenges, and has impacted the restitution in the peace process. Although the first phase of the project started to pave the way to modernize the land management system in Colombia, there are still important gaps that remain. The current Government has given high priority to modernize land administration in their policy agenda. SECO has thus decided to continue to support Colombia in implementing a modern and strengthened land administration system.
The overall objective of the Swiss Tierras project is to support the implementation and strengthening of the land administration system in Colombia at national and sub-national level. This will be achieved through:
- Strengthening of the capacity of national land administration entities involved in the implementation of the multipurpose cadaster and modernization of land administration.
- Developing further a consolidated vision of the Land Administration System as well as modern processes and procedures, thus enabling a decentralized land administration service in a permanent and effective manner.
- Broadening the technical and technological support both to national and subnational entities in order to implement new guidelines, processes and procedures on land management that enable a well-functioning land administration.
- Providing training and knowledge exchange to Colombian professionals, both in the private and public sector.
Relevant land administration entities work under a consolidated vision of the modern land management system that enables to provide nationwide land administration services in a permanent and effective manner.
National and subnational entities are strengthened at technical level, and are able to implement new processes and procedures on land management.
The human capital needed for the implementation of a modern land administration system is strengthened.
Land Administration System including a functional computer architecture is in place and being implemented
Tools and procedures that enable the interoperability of data and services have been developped
Interaction of Cadaster and Registry has been achieved and development of extended models has happened
Technical assistance on subnational cadaster application, including three subnational pilot cases has been implemented
Training strategy for land management has been developped and is being implemented
Training courses for key stakeholders have taken place
Resultate von früheren Phasen:
In 2018, an independent evaluation confirmed the relevance, effectiveness, efficiency and sustainability of the first phase of the Tierras project, with overall ratings of either highly satisfactory or satisfactory. It was confirmed that the project’s objective of contributing to the modernization of data management systems for land administration is clearly aligned with government priorities in this area. The project demonstrated to be highly adaptable to institutional and policy changes, which allowed to maintain good visibility, gain trust and create a solid collaboration with different government agencies.
