Representatives of Switzerland, Sweden and Poland, Member States of the Neutral Nations Supervisory Commission (NNSC) in Korea, met in Bern on 13 March 2009 for their yearly consultations. Discussions focused on current tasks of the NNSC and recent developments on the Korean Peninsula. The NNSC Member States reasserted their long-term commitment to contribute to a permanent peace solution on the Korean Peninsula.

The Swiss Federal Department of Foreign Affairs (FDFA) has taken note with dismay and sadness of the news of the suicide attack yesterday near a mosque in Akuressa in the south of Sri Lanka, which caused the deaths of 15 people and wounded dozens more, including members of the government. Switzerland condemns in the strongest possible terms this terrorist attack and all such indiscriminate attacks directed against the civilian population of Sri Lanka. It expresses its deep condolences and solidarity with the Sri Lankan authorities and to the families and friends of the victims.

Four Eawag scientists today received official medals from the Vietnamese government for their achievements in the areas of drinking water quality and sanitation. The medals were awarded in recognition of “outstanding contributions to education and training in Vietnam”. With financial support from the Swiss government, the scientists succeeded in strengthening capacity at two research centres in Northern Vietnam and improving the quality of local water supplies and wastewater management.

At its meeting today the Federal Council noted that the protection of the privacy of bank customers (banking secrecy) from unwarranted state intervention remains intact. However, the Federal Council wishes to improve cooperation with other countries in the area of tax offences. In addition it is prepared to enter into dialogue with third countries on the taxation of savings income. The criticism directed towards Switzerland by various countries due to its banking secrecy was resolutely rejected by the Federal Council. In addition, the Federal Council today appointed a group of experts to provide support in an advisory capacity. The group will be chaired by Ambassador Manuel Sager.

The FDFA deplores the fact that the Sudanese authorities have decided to expel humanitarian actors from Darfur in response to the decision of Pre-Trial Chamber I of the International Criminal Court, published on 4 March 2009, to issue an arrest warrant for the Sudanese president.

The interest sections of the Swiss representations in Moscow and Tbilisi will start work tomorrow Thursday 5 March 2009. As of that date, Switzerland will represent Georgia's interests in Russia and those of Russia in Georgia.

On 12 December 2008, the Federal Council decided to prolong the freezing of the assets of the late president Mobutu and of his entourage (approx. CHF 7.7 million) to 28 February 2009. The purpose of this prolongation was to enable the lawyer of the Democratic Republic of Congo (RDC) to initiate proceedings in Switzerland to block the assets and to enable the competent legal authority to decide how to deal with the case. A criminal complaint was filed with the Federal State Prosecutor by the RDC on 23 January 2009. As the examination of the case is a time-consuming task, the Federal Council considered it necessary to order a further extension to the final freezing, i.e. until 30 April 2009.

The director general of the World Intellectual Property Organisation (WIPO), Mr Francis Gurry was received in Bern today by a delegation of the FDFA and the Federal Institute of Intellectual Property. The discussions focused mainly on governance within the organisation, the strengthening of the global regime for the protection of intellectual property rights and questions concerning the host state.

After the record increase of 23,097 persons in 2007, the number of Swiss living abroad increased by only 8,069 persons in 2008. The total is now 676,176. The community of the Swiss abroad has increased by 114,620 (20.4 %) over the last 10 years.

The Swiss Federal Department of Foreign Affairs (FDFA) is deeply concerned about the humanitarian situation prevailing in Sri Lanka. The disregard for humanitarian standards shown by combatants in the north of the country has resulted in many victims and seriously endangered some 200,000 civilians caught in the cross-fire. Following to this the FDFA makes an urgent call on all the parties to respect international humanitarian law and to stop the hostilities.

At its Annual Media Conference in Bern, the Swiss Agency for Development and Cooperation (SDC) provided details on its priority activities. The year 2009 promises to be one of enormous challenges, all the more so as the consequences of the financial, the food, and the climate crises particularly affect the populations of developing and transition countries. Thanks to the continuation of its reliable cooperation with partner countries in the South and in the East, Switzerland is doing its share to contribute to the mitigation of global crises.

During three days in Davos the Head of the Federal Department of Foreign Affairs (FDFA), Federal Councillor Micheline Calmy-Rey had several bilateral meetings with other Foreign Ministers as well as with Heads of State and Government. Mrs. Calmy-Rey also met with United Nations Secretary-General Ban Ki-moon, announced the launch of the “Global Governance Project” and addressed the Open Forum Davos on the subject of religion and human rights.

Switzerland has been tasked by the UN with organising a Conference of High Contracting Parties to the Geneva Conventions on the protection of civilians in the occupied Palestinian territory. The FDFA is responsible for organising the conference. Ambassador Franz Perrez will oversee this process, while Ambassador Salman Bal will conduct consultations. The conference is scheduled to take place in March 2025 in Geneva. The Federal Council was briefed on the progress of work to organise the conference at its meeting on 13 November 2024.

Alexandre Fasel, the state secretary of the FDFA, met with Deng Li, vice foreign minister of the People's Republic of China on 12 November in Beijing. The meeting was held within the framework of the bilateral political dialogue between Switzerland and China. On the agenda were a review of bilateral relations, including the dialogue on human rights; economic relations, including the optimisation of the free trade agreement; multilateral and international issues; and the situations in Ukraine and the Middle East.

The Swiss Agency for Development and Cooperation (SDC) of the FDFA, in partnership with four local organisations, is launching a new project aimed at reducing the mortality rate among mothers and children under the age of five in the Democratic Republic of the Congo (DRC). Federal Councillor Ignazio Cassis, head of the FDFA, has approved CHF 11.9 million for this project, which will benefit over eight million people.

On 6 November 2024, the Federal Council approved a loan of CHF 44.7 million to the Foundation for Buildings for International Organisations (FIPOI). This funding will facilitate the demolition and reconstruction of the International Organization for Migration (IOM) headquarters in Geneva. The construction work is planned to last four years, from 2026 to 2029.

At its meeting on 6 November 2024, the Federal Council held an in-depth discussion on the status of negotiations with the EU and internal implementation of the package. In most dossiers, negotiations are well advanced. Negotiations on the free movement of persons, electricity and Switzerland's contribution to cohesion within the EU are continuing apace, with the aim of achieving a convergence of positions. Internal work and discussions with the cantons, the social and economic partners and interest groups have enabled progress to be made on a number of fronts.

On Wednesday, 6 November, the second day of the state visit, the president of the Czech Republic, Petr Pavel, and First Lady Eva Pavlová were received on Bundesplatz by the federal government, led by President Viola Amherd. The official speeches and the talks that followed focused on the security situation and outlook for the European continent, as well as on bilateral relations between Switzerland and the Czech Republic.

On 30 October 2024, Federal Councillor Ignazio Cassis, head of the FDFA, took part in the Ministerial Conference on the Human Dimension of Ukraine's 10-Point Peace Formula. This meeting in Montreal concludes the series of follow-up conferences announced in June 2024 at the Bürgenstock resort. During the conference, Mr Cassis held political discussions with Canadian Foreign Minister Mélanie Joly, Ukrainian Foreign Minister Andrii Sybiha and Norwegian Foreign Minister Espen Barth Eide.

Bolstering humanitarian action and respect for international humanitarian law are the objectives of the conference in Geneva. Every four years, the International Conference of the Red Cross and Red Crescent brings together representatives of the states party to the Geneva Conventions and the movement's organisations: the National Red Cross and Red Crescent Societies, the International Committee of the Red Cross, and the International Federation of Red Cross and Red Crescent Societies.

A group of experts from the School of Criminal Sciences at the University of Lausanne has travelled to Serbia and Kosovo under a mandate conferred by the FDFA's Peace and Human Rights Division. It will assess the possible deployment of laser and radar technology to search for missing persons. The mission is taking place between 14 and 25 October.

Federal Councillor Ignazio Cassis, the head of the FDFA, will spend two days in the United States and Canada on 29 and 30 October 2024. As part of Switzerland's October presidency of the UN Security Council, he will chair a high-level debate on the Middle East in New York on 29 October. From there, he will travel on to Montreal, where a follow-up conference to the June 2024 Summit for Peace in Ukraine at the Bürgenstock resort will be held on 30 October. In Montreal, the focus will be on humanitarian aspects in connection with the search for a peaceful solution to the conflict. Mr. Cassis will hold bilateral talks in Montreal, including with Ukrainian Foreign Minister Andrii Sybiha.

The FDFA has showcased some innovative technology at the 50th WEF, which could reduce global CO2 emissions by millions of tonnes per year. The SDC undertakes a range of projects in the construction industry, working in cooperation with academia and the private sector. The aim of these projects, which are located in emerging economies, is to tackle global warming effectively.

At its meeting on 20 December 2019, the Federal Council approved an exchange of notes between Switzerland and Italy regarding the change of the customs status of the Italian enclave of Campione d'Italia. This exchange of notes is necessary to ensure legal certainty and facilitates the transition of Campione d'Italia into the European Union's customs territory, scheduled for 1 January 2020.

On 16 and 17 December 2019 a third meeting of the Working Group on Unresolved Issues established by the Joint Committee, supervising the implementation of the Agreement between the Government of Georgia and the Government of the Russian Federation on the basic principles for a mechanism of customs administration and monitoring of trade in goods, signed on 9 November 2011, took place in Bern.
